The Capiz State University (CAPSU) celebrated its 21st anniversary, marking more than two decades of academic excellence and quality service since its conversion in 2004. The event brought together university personnel at the Dadivas Gymnasium, CAPSU Roxas City Main Campus, on March 21, 2025.

Dr. Mary Ann B. Martelino, Vice President for Administration and Finance (VPAF), delivered an inspiring message, acknowledging the unwavering dedication of faculty, staff, and administrators in their pursuit of excellence in education. She also recognized the perseverance of past and present students, as well as the invaluable support of alumni, retirees, and stakeholders who continue to uphold CAPSU’s vision.
“Regardless of position or function, every contribution is vital to our collective progress. I urge you to take pride in your work, doing your part with dedication, passion, and commitment,” Dr. Martelino emphasized. She encouraged the attendees to cherish the memories they create, as these will serve as an inspiration for future generations.
CAPSU President Dr. Efren L. Linan then warmly welcomed the attendees and expressed his profound gratitude for their presence. Reflecting on his personal journey as a “true-blooded CAPSUnian,” he recounted how the university has shaped him from high school to college, instilling in him the ideals and values that define CAPSU.
He added, “CAPSU has prepared all of us to carry its torch of knowledge, leadership, and excellence. Every challenge has fortified us, empowering us to reach new heights and accomplish milestone that were once values. This is the legacy we must pass on to the next generations.”
He also paid tribute to the retirees and mentors who played a pivotal role in shaping the university’s success. “I want to honor this legacy from our dear mentors — our retirees — for without them, we would not have embraced the CAPSUnian blood, whose emblem is full of aspirations and excellence. I am sure they are all proud of the seeds that sprouted from their hands,” Dr. Linan said.
In his closing message, Dr. Linan urged the CAPSU community to continue inspiring one another, fostering an environment where everyone can thrive, and reaffirming their commitment to collaboration and excellence.
“We are capable of daring dreams and aspirations. Together, we will achieve greatness — because when we thrive together, our possibilities are boundless. Cheers to many years of success, progress, and shared triumphs!” he concluded.
Dr. Nenita A. Beluso, a retired faculty member, and Atty. Danny Valenzuela, an alumnus and member of the Board of Regents (BOR), shared their reflections on CAPSU’s journey toward becoming an esteemed institution.

• CAPSU Mambusao Satellite College – Best Satellite College
• CAPSU Burias Campus – Best Campus
Dr. Salvacion J. Legaspi, Vice President for External Affairs and Linkages (VPEAL), conveyed a heartfelt message of appreciation, recalling CAPSU’s transformative journey. She honored the former university presidents who laid the foundation for CAPSU’s growth and commended the current administration for steering the institution toward greater innovation and excellence.
Dr. Legaspi urged every CAPSUnian to “embody the spirit of service of commitment, ensuring that CAPSU continues to fulfill its role as an agent of transformation for the people of the Capiz and beyond.”
“As we embark on another year, may we continue to work with passion, integrity, and excellence — not just only for CAPSPU but for the communities we serve. Let this be a reminder that we are part of something bigger than ourselves, a mission that extends beyond these halls and into the lives of Capiznons who look CAPSU for education, innovation, and opportunity,” Dr. Legaspi said, formally concluding the program.
The celebration was further enlivened with musical and dance performances by the Musikultura de Pontevedra Chorale and CAPSU Main Chorale. Prof. Marvie L. Villanueva and Prof. Jumar Q. Apoyo served as the masters of ceremonies.
