“Forging the Research, Development, and Extension Banner of Capiz State University”


Capiz State University conducted an RDE 5-Year Agenda Setting and Roadmap Development for Research, Extension, and IPMO last March 21-22, 2022.
The first day of the agenda-setting and roadmap development was participated by the university’s research center directors and the faculty experts on the different research disciplines. The second day of the event was participated by the campus administrators, satellite college directors, research chairs, extension chairs, faculty researchers, and extensionists.
The University President, Dr. Editha C. Alfon expressed her enthusiasm and full support at the start of the program. She stated that conducting an in-depth study about the problems within the university and conducting an intervention that would mitigate or eliminate these problems would be better than wasting energy in negativity and deeds that could weaken the foundations of the institution.
The Vice President for RDE, Dr. Efren L. Linan stated that the activity’s purpose was to plan a solid roadmap that will serve as the foundation of the RDE agenda of CAPSU as a whole. It begins at the most basic conceptualization up to the internationalization of the research and extension activities that will be conducted. In summary, it gives CAPSU one major vision to be focused on its next 5-year operations.
The University Research Director, Dr. Leo Andrew B. Biclar, cascaded the Ambisyon Natin 2040 and other national targets that the country has crafted to address the challenges in the new normal brought by the COVID-19 pandemic. These are the development of the health system, improvement of food security and resiliency, learning continuity, digital transformation, regional development plan, and the build-build-build program.
He also sought to revive the “CAPIZ PEARL” which was the focus of the 2013-2018 research agenda and turn it into the banner program of CAPSU.
According to Dr. Biclar and Dr. Linan, the university’s faculty researchers can harmonize their research agenda with the national R&D agenda and priority areas. But it is more ideal to focus on the current problems of the people of Capiz, and on utilizing all of the resources that each campus/satellite colleges have.
Both of them guided the participants in visualizing and creating their roadmap and agenda using different strategies and implementation plans.
Dr. Linan emphasized that research should not just stop at completion, publication, and intellectual property protection. It should also leave a significant and positive impact on the lives of the Capizeños.
The participants then gathered by campuses/satellite colleges/centers and brainstormed as to how they would strategize their approach for the years to come. They then presented their outputs which in turn, were critiqued by the VP for RDE, RDE Directors, and Center Directors.
As to the surprise of Dr. Linan, he praised all of the outputs of the participants. Although even if it was just drafted for a few hours, it was substantial, goal-driven, achievable, and innovative. All of which were aligned in the vision of the university, as well as the vision of our nation.
Dr. Linan stated that he is looking forward to the visionary input of all the participants, and it will then serve as the tapestry that will guide CAPSU’s RDE efforts in the years to come.
