Key officials of Capiz State University participated in the Agency Performance Review (APR) Conference for Fiscal Year 2024 and the Technical Budget Hearing (TBH) for FY 2026 Budget Proposals on March 26-27, 2025.

The said confab was held at Aklan State University (ASU) and was organized by the Department of Budget and Management (DBM).

The two-day event brought together key officials from Capiz State University (CAPSU), ASU, Guimaras State University (GSU), and the University of Antique (UA) to assess institutional performance and strategize budget allocations for the coming years.

Representing CAPSU were Dr. Efren L. Linan, University President; Dr. Mary Ann B. Martelino, Vice President for Administration and Finance (VPAF); Dr. Annalie G. Campos, Vice President for Academic Affairs (VPAA); Dr. Leo Andrew B. Biclar, Vice President for Research, Development and Extension; Dr. Hermelisa A. Ochon, Chief Administrative Officer for Administration (CAO-Admin); Atty. Toche Vic B. Doce, Chief Administrative Officer for Finance (CAO-Finance); Dr. Cherry Anne M. Deang, Supervising Administrative Officer for Budget (SAO-Budget); Mr. Mark Glenn F. Villamor, Planning Officer IV; Ms. Maribel B. Tuante, Accountant IV; Ms. Fe Lynn L. Linan, Executive Assistant; and Arch. Jobil B. Jocson, Planning Officer I.

The conference opened with an invocation and the singing of the Philippine National Anthem, followed by welcoming remarks from ASU President Dr. Jeffrey A. Clarin, who underscored the role of financial transparency and accountability in the management of public institutions. DBM Region VI Regional Director, Dir. Ma. Llane L. Gayomali, also delivered a special message, emphasizing how budgetary reviews contribute to effective resource distribution among state universities.

The first day featured agency performance reviews and technical budget hearings, with CAPSU representatives presenting their financial and operational performance reports for FY 2026. Mr. Mark Glenn F. Villamor, CAPSU’s Planning Officer IV, led the discussion, outlining key institutional priorities, funding requirements, and upcoming projects. DBM officials provided insights and recommendations to ensure an efficient and well-aligned budget allocation.

The second day continued with further deliberations on CAPSU’s financial performance, along with presentations from GSU and UA representatives. Discussions focused on enhancing fiscal strategies, aligning budget proposals with national development goals, and optimizing resource utilization to improve institutional performance.

CAPSU’s active participation in the APR and TBH underscores its commitment to responsible financial management and institutional growth. Through continuous collaboration with DBM and other state universities, CAPSU aims to refine its fiscal strategies, strengthen its academic and operational initiatives, and ensure that funding is effectively allocated to support its core mandates.

By integrating insights from the review, CAPSU remains steadfast in its pursuit of financial efficiency, academic excellence, and sustainable institutional development—reinforcing its role as a key driver of quality education and public service in the region.
