The rank and file employees of the Capiz State University (CAPSU) attended a training and orientation on Conduct and Ethical Standards for Public Officials and Employees (RA 6713), Solo Parents’ Welfare Act of 2000 (RA 8972) and the Anti-Sexual Harassment Act of 1995 (RA 7877) on November 4, 2024 at the Dadivas Auditorium of Roxas City Main Campus.

The training was facilitated by the Gender and Development Office (GAD), Human Resource Development and Training Office (HRDT) and Human Resource Management Office (HRMO) of CAPSU’s Central Administration office.

Dr. Wennie F. Legario, Vice President for Administration and Finance welcomed the resource speakers and attendees from the 9 campuses and the satellite colleges of the university. “As we go through this day’s session, let us keep in mind the importance of these laws not only in fostering professionalism but also building a supportive, ethical and safe community for everyone,” Dr. Legario said to the attendees during his opening remarks.

Dr. Michelle C. Acevedo, university Human Resource Management Officer (HRMO) did the roll call of the participants before the session proper began. Dr. Ronilo G. Berondo, university HRDT Director, presented the rationale of the training.

Dr. Mary Ann B. Martelino, Vice President for External Affairs and Linkages (EAL) delivered an inspirational message to the attendees. Dr. Martelino encouraged the attendees to inspire each other in upholding moral values and ethical standards in their daily lives at the university. “Public officials and employees must lead by example – promoting awareness, providing training, and ensuring that reporting mechanism are robust and accessible. Together, we can create a safe space where every voice is heard and every person is treated with dignity,” Dr. Martelino said.

Dr. Vizur-Ty C. Gaitano, Director II of the Civil Service Commission Capiz Field Office delivered a lively and enlightening presentation about the RA 6713. Dr. Gaitano urged all the attendees to always remember the norms of conduct of public officials and employees as everyone must observe and apply it while performing their respective duties.

Atty. Toche Vic B. Doce and Atty. Ann Margaret P. Dy, of the university’s Legal Office presented the RA 8972 and RA 7877 respectively. Both legal officers clearly explained the section of the laws to the attendees and encouraged them to ask questions to ensure that they have taken well these important topics.

The attendees expressed their appreciation to the organizers and resource speakers for further increasing their awareness about these laws.
