The University President is the chief executive officer of the University. Appointed by the Board of Regents upon the recommendation of the duly constituted search committee. Has a term of four (4) years and shall be eligible for appointment for another term: provided, that these provisions shall not adversely affect the term of the incumbent. and shall exercise the following duties:
- Serves as an ex-officio head of the Institution, the faculty and the staff of every college or school or any other unit of the University;
- Provides general supervision of all business and financial operation of the University;
- Provides general supervision over all officers, members of the teaching staff, and employees;
- Carries out the general policies laid down by the Board of Regents and shall have power to act within the line of said general policies. He shall direct or assign the details of the executive action;
- Determines and prepares the agenda of all meetings of the Board of Regents and of the Academic Council; provided, however, that any member of the Board shall be entitled to have any matter included in its agenda, and provided further, that the Academic Council by majority vote in a meeting or upon the written request of 1/10 of its membership include any matter in either agenda;
- Presides at commencement and other public exercises of the University, and confer such degrees and honors as are granted by the Board of Regents. All college diplomas and certificates issued by the institution shall be signed by him, the Chancellor/Campus Administrator concerned, and attested by the Registrar;
- May cancel the permit or authority given to a person or group to engage in any work or activity within the campus of the University if it is used to arouse disloyalty to the government, prevent teachers or non–teaching personnel of the University from performing their functions, prevent students from attending their classes or committing a crime or any form of misconduct;
- Shall be the official medium of communication between the teaching force, employees and the students of the University on one hand and the Board on the other; and,
- Shall recommend qualified and competent persons to fill-up all vacancies and new positions and shall have authority to fill-up vacancies temporarily and to make such other appointments necessary to meet emergencies occurring between meetings of the Board of Regents so that the work of the University will not suffer, provided that such arrangements are reported to the Board. He shall have the authority to fill-up vacancies temporarily and to make such other appointments to be submitted to the Board of Regents at its next meeting for confirmation.
Dr. EFREN L. LINAN is the fourth President of Capiz State University. He was hailed as an Outstanding Agricultural and Biosystems Engineer in Higher Education Institution in 2023, an inspiring Professional Teacher and an environmental Researcher. Prior to his designation as President, he is the Vice-President for Research, Development and Extension
(RDE).
Dr. Linan has been with the university for almost 30 years. He began his experience with higher education institution as a third-generation high school student at the former Panay State Polytechnic College, now Capiz State University, studying in the Agri-Science Curriculum, until his college, obtaining a degree of Bachelor of Science in Agricultural Engineering. Dr. Linan is a passer of two licensure examinations, licensure exam for Agricultural and Biosystems Engineer and licensure examination for teachers, thus, he is a Licensed Agricultural and Biosystems Engineer and a Licensed Teacher as well.
He worked as a full-time instructor in the Department of Agricultural and Biosystems Engineering, and subsequently earned his master’s degree in Environmental Engineering and Management from the Asian Institute of Technology in Thailand as Ford Foundation Scholar, and his Doctor of Philosophy in Environmental Science with cognate in Land and water resource Engineering from the University of the Philippines Los Baňos as a Department of Science and Technology Scholar.
Subsequently, he was selected as one of the fellows in Leaders in Innovation Program and graduated at Asian Institute of Management, Manila and Royal Academy of Engineering in London, United Kingdom.
He assumed the pivotal roles of Chairman of the Department of Agricultural and Biosystems Engineering at CAPSU Burias, concurrently serving as the Director of the Intellectual Property Management Office of the University. Those multifaceted responsibilities provided a solid foundation for him to take on a more challenging role of being the Vice President for Research, Development, and Extension wherein he spearheaded the development of a comprehensive five-year roadmap for RDE and adhering to his mission to RISE the university, charting a course towards the realization of an Innovation University. Vital to his mission is the robust resource generation, Intellectual Property Management, forging of strategic research collaborations and industry partnerships, and cultivation of sustainable extension services nurturing entrepreneurship.
During his term as Vice President for RDE, he was able to generate substantial amount to finance several research projects and programs obtained from several funding agencies who had developed their trust and confidence to Capiz State University. He was able to gain the trust of our faculty researchers and has increased and substantiated the Intellectual Property Portfolio of the University. We have developed strong partnerships with other institutions, elevated the income of our supported entrepreneurs and even created jobs.
