As Capiz State University (CAPSU) unfolds a new page in its history, the entire CAPSU community hosted the investiture ceremony honoring Dr. Efren L. Linan as the fourth University President.

This event celebrated at the onset of the term of a new president was held at the Dadivas Gymnasium of the Roxas City Main Campus, on December 20, 2024.

The ceremony commenced with a procession of CAPSU key officials, dignitaries from various colleges and universities, government officials, representatives from partner agencies and institutions, as well as deans and program chairpersons, campus administrators and satellite college directors, members of the Board of Regents (BOR), officials from the Commission on Higher Education (CHED), Dr. Linan’s family members, and the university president himself. Dr. Mary Ann B. Martelino, Vice President for Administration and Finance, opened the event with a welcome message, expressing gratitude to the attendees for their presence at the momentous occasion. Dr. Salvacion J. Legaspi, Vice President for External Affairs and Linkages, followed with an introduction of Dr. Linan. Dr. Mary Jane L. Arroyo, Board Secretary V, formally announced Dr. Linan’s appointment.

Atty. Ryan Estevez, CHED UniFAST Executive Director, led the vesting of the cap and hood, the presentation of the university medallion, and the turn-over of the university mace to Dr. Linan. He also administered Dr. Linan’s oath of office.

In his investiture address, Dr. Linan shared his vision and mission for the university, the IMPACT and RISE agenda, the five-year strategic roadmap plan, the innovation ecosystem development framework, and plan for enhancing niche programs in each of CAPSU’s campuses and satellite colleges.

Dr. Dondulee Jaisut, Associate Dean of the International Relations Faculty of Agriculture at Kasetsart University in Thailand, and Dr. Jennifer Montero, Regional Director at Comouson College in Canada, extended their congratulations and support to Dr. Linan.

CHED Chairperson Dr. J. Prospero E. De Vera III delivered an inspiring address. He emphasized three key points: the significance of an investiture, the unique challenges of leading a state university or college (SUC), and the distinct leadership demands faced by every SUC president.

The event was enriched with musical performances rendered by Musikultura de Pontevedra Chorale of CAPSU Pontevedra Campus, CAPSU Main Chorale of the Roxas City Main Campus, and Ms. Anrhea Colline D. Salazar, finalist of The Voice Teens season 3.
